Using Forecast access controls it's possible to include/exclude users from projects.
When creating a new project the users that should have access to the project should be added from the project settings.
Allocating people to the different projects should be done via the scheduling page as that will decide how many hours the person has to dedicate to each project they're assigned.
Assign and schedule team members to projects by drag and drop from the list to the right, and onto the person and timeframe. Correct the timeframe by moving the block, and dragging in both ends.
It's possible to set custom availability for each person. See more on the scheduling page.
